AbstractThe precipitous drop in oil prices may prove to be dangerously disruptive for VIETSOVPETRO and other company within the oil and gas industry. As a consequence of this shortage financing for production activities and retaining top performance employees are becoming a major concern for OGPE in particularly and VIETSOVPETRO in generally. Disruption, however, can be managed and there are many ways to manage through this downturn that mitigate risks and enhance organizational strength and performance over time. By optimizing the available human resources, company can reach to the company‟s target of reducing to 30% cost of labor in the next years. By this solution, OGPE can cut down of 498 employees without resorting to layoffs. It comes from the integration of outsourcing; review workforce staffing to re-arrangement; encourage to earlier retirement. These solutions are actions that OGPE must do in short term. However, for long term, OGPE must consider strategy of effective usage of integrated resources like people, technology and processes To achieve the company‟s goals in long term, employee engagement to improve their performance should be considered. Moreover, organizational change to align the actions that maximize individual and collective efforts, resources, and outcomes by making the best use of the resources available to it should be applied The purpose of this study is to identify the current situation of workforce of OGPE and analyze the causes that affect to unproductive organization and low productivity. To find relevant data for research, interviews with BOD and middle managers and key persons from offshore and onshore, a survey and evaluation of skills with 20 employees were taken. The result finds out two main problems relating to human resource are inefficient utilization available HR and more concerned about keeping their performance. Recommendations are suggested to improve their productivity to overcome the financial shortage and enhance the organizational performance.
