AbstractThe low-income housing delivery system in Taipei consists of seven subsystems, namely, the squatters housing subsystem, the temporary land tenure subsystem, the private housing subsystem, the commuters housing subsystem, the employees housing subsystem, the public construction subsystem, lastly, the public assistance subsystem. There are about two-third of the low-income people living in the first three subsystem and part of the employees housing subsystem which had no government involvement. This study aims at recognizing the efforts of the low-income people to obtain housing for themselves and their opinions about the existing living conditions and, the government efforts and the housing policies in general and, those related with the different types and subsystems of the low-income housing delivery system in Taipei. Realizing the findings, the author suggests different programs to suit the need of various types of housing and makes the following recommendations, viz., the allotment of national fund to public housing, the establishment of Housing Authority and Public Housing Corporation, the introduction of low-income group oriented housing policies, integrated planning, land price control and the encouragement of private investment in public housing construction.
