| Abstract | There are seven subsystems, altogether provide houses for all of the low-income people in Jakarta, namely the Squatters Housing Subsystem, The Temporary Land Tenure Subsystem, The Private Housing Subsystem, The Commuters Housing Subsystem, The Employees Housing Subsystem, The Public Construction Subsystem, and The Public Assistance Subsystem. Some of them have several variations or types. In the first four subsystems, the people provide houses for themselves without any assistance. There are more or less one third of the low-income population in these subsystems. In the rest three subsystems, the people receive different kinds of assistances. People live in the Employees Housing Subsystem are provided with dwelling units by the government or their employers. People in the Public Construction Subsystem have a chance to purchase the houses constructed by the government on hire-purchase basis. In the Public Assistance Subsystem, the people still provide houses for themselves, while the assistance of the government is given in kind of the improvement of their neighborhood amenities. There are around half of the low-income people living in this subsystem. The study describes all the subsystems and types, and analyses the government housing policy, and makes some conclusions and recommendations. |
