| Abstract | This thesis investigates procurement and risk management practices in offshore oil and gas construction projects with a particular focus on the case of the WT Phase 2B field development project. The study aims to identify how procurement strategies influence project delivery outcomes and how risk management frameworks can be effectively integrated into large-scale, capital-intensive developments. The research methodology combined an extensive literature review with a case study approach. Academic and industry sources were examined to establish the theoretical foundation of procurement models, risk allocation mechanisms, and contractual arrangements commonly employed in offshore projects. The case study of the WT Phase 2B project, based on project documentation and secondary data, provided practical insights into the interplay between governance requirements, contractor performance, and risk exposure across the project lifecycle. Key findings reveal that procurement is not merely a support function but often constitutes the critical path of offshore projects. Delays in tendering and contract approval directly affect execution schedules and cost performance. Furthermore, risk management, when applied proactively, enhances transparency, reduces disputes, and improves stakeholder alignment. However, the research also highlights recurring challenges, including regulatory bottlenecks, vendor concentration risks, and difficulties in balancing governance compliance with the need for project agility. The thesis contributes to the body of knowledge by demonstrating how procurement and risk management can be integrated as complementary levers of project success. It also provides practical recommendations for project owners, contractors, and regulators in Vietnam’s oil and gas industry, offering lessons applicable to similar offshore developments in emerging markets. |
