| Abstract | The commissioning process plays a pivotal role in transitioning industrial systems from construction to commercial operation, especially in large-scale EPC projects involving complex technologies. This thesis focuses on the management of commissioning activities in Vietnam’s second refinery project—a nationally significant investment with a total capital of USD 9.3 billion. By combining theoretical frameworks from international sources (Devold, El-Reedy, Killcross, Rumane, Anthreas) and analyzing the practical implementation at the project site, the study identifies key causes of commissioning delays: lack of a comprehensive commissioning management plan, insufficiently qualified personnel, non-compliant analytical equipment, inadequate spare parts provisioning, and an opaque Punch List resolution process. The thesis also presents lessons learned for both the Employer and the EPC Contractor, along with recommendations for improvement, such as early manpower planning, strict equipment inspection via FAT/SAT, adoption of digital technologies (EDMS, KPI dashboards, Digital Twin), and enhanced coordination with Licensors. The findings demonstrate that commissioning is not merely a technical milestone but a strategic phase that determines the operational and financial success of the entire project. Bridging the gap between theory and practice will help future EPC projects achieve safe, efficient, and sustainable operations. |
