| Abstract | This thesis studies delay and problem management in Phase 1 of the AMT (ACHL) industrial park project in Quang Ninh, Viet Nam. Large industrial park projects are complex. They depend on many approvals, many contractors, and tight schedules. When one part is late, the whole chain can slow down. The aim of this study is to identify the major problems in Phase 1, analyze what caused delays, and propose clear actions for the next phases. The findings show that delays mainly came from sequential approvals across agencies, slow land handover in some plots, late design information and rework, long lead items (e.g., pipes, electrical gear) during market fluctuation, and weak coordination between main contractors and multiple subcontractors. Rainy-season impacts and soft ground also reduced productivity. These factors often interacted: late land handover pushed work into heavy rains; design changes triggered new reviews; long lead items forced out-of-sequence work. The study proposes actions that are practical for an owner-developer in Viet Nam: plan parallel approval paths with early joint reviews; lock key design packages earlier and use strict change control; procure long lead items at risk with clear decision gates; strengthen subcontractor scopes of work and interfaces; use a rolling 6-week look ahead with weekly constraint removal; include realistic weather allowances; set up a utility/authority coordination cell; and maintain a living risk register tied to schedule buffers. This thesis contributes a clear, easy-to-apply framework to reduce delays in industrial park infrastructure projects and supports the Company to deliver later phases on time, safely, and within approved budgets. |
