Bidding strategy for mega projects under government public capital by contractors in Vietnam : a case study of the Long Thanh International Airport Project

AbstractOne of the key aspects of Vietnam’s economic growth plans is financing mega infrastructure projects through public funds. Strategic project contracts are very competitive and come with rigid criteria that makes it complicated for contractors to bid on such. The main purpose of this paper is to gain insights on successful bidding strategies, winning factors and other issues pertinent to mega projects of the Government Capital Expenditure of Vietnam. This paper uses the case based approach in analysis of the bidding for the Long Thanh International Airport project. Primary data collected for the study were from bidding documentation, contractor interviews while secondary information emanated from secondary sources. This case analysis identifies problems encountered and strategies used by contractors in order to gain competitive edge when bidding on mega projects under the Vietnamese scenario. The results of these studies demonstrate that having competent consortiums; quality technical proposals and optimized pricing strategies; active client engagement; diligent bid planning and risk analysis increase chances for successful bidding. It became apparent within the case, that this was the way through which the RNS consortium managed to win the airport bid even though it was not the lowest of the three bidders. This strategy gives a model example how to make cunning bid-plans for mega-projects at Vietnam that is speed up their strategic infrastructure development. Conclusions from these will assist future contractors proposing for mega projects with regard to relevant aspects of success such as strong alliances, technical soundness, reasonably priced biddings, strategic engagement, thorough planning as well as risk control. Such lessons appear particularly useful given Vietnam’s recent decisions to pour unparalleled funds into building airports, highways, power plants as well as rail links that will be running in urban areas through government resources. The results of this analysis provide some practical suggestions which can help construction contractors formulate such bids.
