| Abstract | Tendering strategy is a key factor that allows project owners to attract and select qualified contractors. Many projects around the world were delayed, faced cost overruns, and were incomplete caused by wrong decisions in the selection of incompetent contractors. The tendering strategy played a more important role for nearshore wind power project – a new market in Vietnam in 2019. In this report, I am going to present the knowledge of tendering processes which I have been learning in Professional Master in Project Management (MPM) at Asian Institute of Technology (AIT) and my hands-on experiences in my projects. These processes were referenced in the Government’s regulation in Vietnam including Civil Law, Bidding Law, and guidelines from international banks. In V1.3 Power Plant Project in Tra Vinh province, the owner chose the tendering strategy of International Competitive Bidding (ICB) to obtain a Full Engineering – Procurement – Construction (EPC) contractor for this project. Aiming to focus on case studies, this study is going to analyze some strengths, and weakness, thus, recommend relevant strategies, and framework of tendering procedures to improve enhanced project management skills of the owner for a successful nearshore wind power project in the future. |
