Tendering evaluation methods and project performance in public rural road construction projects : an analysis of seven rural road projects in Yangon region

AbstractThe union of Myanmar, one of the least developed countries in ASEAN region remains as a developing country with inadequate infrastructural development across the whole country.In order to achieve the National Strategy for Rural roads and Access of department and ADB (March, 2017) to connect at least 80% of all registered villages in each state/region by all-season roads, providing year-round access to a rural people in Myanmar by 2030, DRRD needs to implement the many rural road projects. Consequently, DRRD needs to cooperate with private sector is vitally important and hence to find the competent contractors who have ability to deliver the project in scope, time, cost and quality. Therefore, DRRD needs to consider which tender evaluation method is appropriate for particular projects and develop framework which represent the objective of DRRD. This study focused on seven cases of rural road projects to observe in tender evaluation method and measured their project performance on each case. The cross case analysis by comparing tender evaluation method and performance was been conducted to examine the cause-effect relationship that how the tender evaluation criteria are influenced on project performance. As a result of analysis in seven cases, the suitable framework has been developed for further tender evaluation process by DRRD. Finding from this study indicates that some criteria of contractor selection such as adequate similar experience, financial capabilities and qualified engineer and organization are the positive factors on project performance. Accordingly, lack of some criteria such as Material Procurement Plan, Coordination and Communication Plan, Ownership of Construction Equipment and Machinery and QC/QC Plan lead to poor performance in the project. To overcome this situation, it is recommended that DRRD needs to develop the appropriate framework for Tender Evaluation in accordance with the nature and particular of the project.
