AbstractThis research presents the design and implementation of the International Private Leased Circuit (IPLC) service at the International Transmission Maintenance Center (ITMC) of National Telecom Public Company Limited (NT). The objective is to enhance the reliability and efficiency of cross-border communication for corporate customers. The study encompasses requirement analysis, network structure design, partner coordination, signal transmission equipment configuration, and system performance evaluation.The results align with Thailand’s national policy to become a regional data hub, emphasizing the strategic role of IPLC services in connecting international data centers via submarine communication cables. Experimental findings indicate a significant improvement, with the round-trip delay (RTD) reduced from approximately 30 milliseconds to 23 milliseconds—a 23% enhancement—achieved by shifting from terrestrial cable routes to domestic submarine cables interconnected with international systems. Furthermore, interoperability testing between various customer equipment brands and NT’s infrastructure demonstrated improved service flexibility.These outcomes enhance system provisioning efficiency and monitoring accuracy, leading to more reliable international transmission operations. Overall, this research contributes to the advancement of technical knowledge and operational practices in high-performance cross border connectivity, supporting Thailand’s vision of strengthening its digital economy and regional network infrastructure.
